Despite the warnings, the Government decided to proceed with the deconfinement in almost all the municipalities of mainland Portugal. There are some exceptions (and setbacks), but the general population will be able to go back to lunch inside a restaurant or go to the theatre. There is only one rule for everyone: the return of secondary and higher education students to face-to-face classes is for the entire territory.
